PEPPOL-COMMON-R054 A Dutch KVK number under scheme 0106 should be exactly eight digits

For a sample invoice, the library reports: The Seller legal registration identifier (BT-30) is "1234567" under scheme "0106", which identifies the Dutch Chamber of Commerce number (KVK-nummer). A value in that scheme must be exactly eight digits, and this one is not.
